EPR can also involve registration, category-specific obligations, applicable reuse and recycled-content requirements, certificate-related records and reporting. The programme needs to connect these requirements rather than stop at collection.
No. Requirements depend on the entity’s role and the relevant provisions. Registration and EPR obligations should be assessed separately; business size alone is not a reliable basis for assuming a complete exemption.
Start with the packaging format and its material layers. An all-plastic flexible pouch differs from a composite pack containing plastic and a non-plastic layer. Compostable and biodegradable materials have separate categories and requirements.
